The premise for the book is a general focus on avoiding the Tuition Assistance (TA) roller coaster ride. Which just means the book provides proactive ways to not worry about TA when it becomes unavailable due to lack of funding or politics.

Interestingly, civilian students may find the book handy as well, as the chapters range from: How to confirm a school's accreditation (it is a huge distractor if you discover your university or college is not accredited, and is an especially large problem in the unregulated civilian sector) - to the surprisingly fast CD-ROM distance education (CD-ROM is not a dated format) - to experiential (prior) learning and cooperative education (most American students have never even heard of these two types of fast-track education).

This second edition of the book contains an expanded list of military-friendly, regionally accredited colleges and universities - with links to their respective TA, military appreciation, or geographical location web pages.
