From the U.S. (a neutral country at this time in the story) is socialite Pamela Van Teyl. Oh, I like her. She's got style. She's got class. She's got *something* made of brass. Also from America is Oscar Fischer, but he was originally born in Germany and that's who he's working for. He's also got a major "thang" for Pamela. The United Kingdom is represented by suave spy John Lutchester, who always seems to turn up at the right place at the right time. There's also Prince Nikasti from the Empire of Japan, but you can call him Kato.

Who will find the formula? Will Germany and Japan become allies to attack the U.S.? Or will Germany and the U.S. become bedfellows and attack Japan? Will Pamela consider the exciting life she would have with Fischer and marry him, or will Lutchester steal her heart away?
